TATTOO parlors in Mexicali, Tijuana or anywhere in Baja California - how is that industry down there??? (cost, money)

Do the artists there charge less or the same than what they charge for a tattoo here in the U.S.? (Yes, we're looking to save money but then there's something else that goes along with getting a tattoo from a foreign country but other than that we wanta try and save money on the cost of getting a tattoo). Can anyone recommend a good Mexican tattoo parlor??? Name and address of the parlor you recommend please, thank you.
