I would not expect the drive to be more then 40mins from Sunny Isles to Jackson, just take Collins Ave south to Alton to I-195 to 95 to Jackson. The worst traffic would be on 95 but thats maybe a mile of highway until you get off for Jackson Hospital. Unless there is rush hour traffic on collins and alton now too?
(I live in Miami so I dont deal with much rush hour traffic perk of living in the city)

And to the OP realisticly any middle to upper class neighborhood is going to have a Jewish population. Even hispanic areas have Jewish population because there are many hispanic jews in Miami and there are so many jewish people in Miami that they live all over. However the Barrier islands have the most lets say density of them.

I admit, I have never taken Collins at that time in the morning. So many traffic lights. However if there is in fact no traffic (an minimal construction) than I guess that is a different story.

Collins is actually a pretty good way to go. There are a lot of lights but they seem to be synchronized quite well for a smooth ride and there doesn't seem to be much of a "rush hour" on it. 95 is the one to avoid at all costs.
