Hi,

Did you ever find out how to get your birth ctf from base in Japan?
I am looking to obtain one from August 1, 1959 at Tachikawa AB, Japan.

Any advice would be greatly appreciated.

Contact the U.S. department of State. The official document is called Consular Report of Birth Abroad. Information you need is at this site: Replace or Amend a Consular Report of Birth Abroad (CRBA)

Not sure about other states, but I'll bet there's alot of guys who live in Florida trying to get a certified copy of their birth certificate from the other 49 states and countries all over the world. It's now needed to get or renew a FL drivers license, along with your S.S. card.

is the link on information on how to get a copy.

This is correct, I was born at Hahn AB Germany, and in order to get my official passport I had to get a copy of it. It cost me a hundred bucks though.

I would suggest contacting the agency/office that issued the birth certificate and explain to them your problem.

Maybe that would help.
