Buffalo has everything you need: Target, Walmart, auto shops, grocery stores. Even a nice lake. It's not Minneapolis, but it's not a little nothing town, either. I wouldn't want to be gouged on rent just to live in the city.

Also at this site that I mentioned earlier they have 2 bedrooms under 800 in good Neighborhoods around uptown and around the U of M. They probably don't have pools and such and they may not be as big as you want but you can definitely find ones for under 800.

OP, I'm in Plymouth in the Shelard Parkway area - there are quite a few apartments right around here. (It's barely Plymouth so don't let that scare you away). My 2 BR is just over $1000/mo with no utilities included...but it is probably the nicest complex in the area so I wouldn't be surprised if you found a 2br in your price range.

With no traffic, getting DT Minneapolis is quick, St. Paul is a little further. There is a bus line right in the area that is frequently used.

It is super easy to get anywhere - getting to a major highway never takes long.
