is there such thing in minneapolis/st. paul of a neighborhood that has predominately EDUCATED blacks?? or is that only in ATL??

There are no neighborhoods in the Twin Cities like what you are thinking of in Atlanta.

No, there are not neighborhoods like that here. Different history and demographics. You'll still find plenty of educated blak professionals around, they're just not concentrated in one neighborhood or part of the metro area. I'm sure there are some locations that have a higher percentage of black educated residents than others, but still not anything like what I think you're envisioning.

No, Houston and D.C. have these neighborhoods as well.

From Census 5-year estimates of 2010 the highest percentages of the black population 25 years and over with a bachelor's degree (minimum 100 black residents with bachelors degree) in the metro:

[city / % black population with bachelor's / size of black population with bachelor's]
Little Canada / 73.91% / 187
Champlin / 62.74% / 298
Shoreview / 54.47% / 134
Woodbury / 51.91% / 829
Maplewood / 51.17% / 724
Maple Grove / 51.12% / 640
Edina / 50% / 353
Cottage Grove / 46.6% / 418
Golden Valley / 45.68% / 370
Minnetonka / 41.96% / 446
Rosemount / 40.9% / 200

The top cities with numbers of blacks over 25 with bachelor's degrees:
Minneapolis / 14.07% / 5192
St. Paul / 13.69% / 2933
Brooklyn Park / 24.72% / 2236
Woodbury / 51.91% / 829
Maplewood / 51.17% / 724
Maple Grove / 51.12% / 640

So, I'd start to look at Woodbury, Maplewood, Maple Grove, Little Canada, and Champlin.

Looking at Woodbury in more detail there are census blocks with the following percent of black residents: [black resident %, # total residents]
100% / 42
63% / 46
61.2% / 67
56% / 25
37.4% / 99
34.3% / 370
28.2% / 220
27.3% / 385

Atlanta is VERY different demographically from most cities in the US, which is one reason why it's sometimes viewed as a "black mecca".

829 people is less than one and one-half percent of Woodbury's population. I think what the OP is looking for is an area where a majority of the population is educated blacks, not just that the majority of the blacks are educated. While there seems to be little enclaves like that, they are tiny number of people.

There just isn't a large, educated black population in MN so finding a neighborhood that is predominantly black, educated adults is not going to happen. The biggest difference you WILL see here vs Atlanta is that the educated black population is just assimilated into the rest of the neighborhood just like everyone else. You won't find the racial issues you probably find elsewhere in your typical middle/upper class suburban neighborhoods here.

It's the same percentage of educated blacks that you find in Minneapolis....

As others have mentioned, that doesn't exist here.

If you're thinking of moving yourself and family here, I'd definitely rent first. As part of the settling in phase, I'd network with other black professionals in the area, ask where they live and whether they like their neighborhoods and neighbors, and if they like it well enough, look to buy in their neighborhoods.

Not being a minority, that's the best advice I can offer.
