Bears and mountain lions would be able to get into an enclosure, but I'm not sure how enticing pigeons would be to them. I would think if you put some electrical fencing around the enclosure it should deter most predators. I don't know how common some of these predators are around Anaconda or Butte, but I think electric fencing and checking for any holes in the ground would deter most.

Bears and lions will go after just about anything come late winter. Electric fencing does not deter bears contrary to what the mtfwp say. We were told to put it around anything we didn't want bears into and came out every morning to find the fencing tore down. Lions are a little more wary but can climb and yes, they do love birds for a tasty morsel.

Thanks for your answers everyone and I sent away for some real estate information and I am just kind of hanging back and waiting until I get a response from and for now looking in my own area for proper zoning concerns. Wanted to get away to a less populated area and just checking into things for now.
My concern has been focused around "wildlife" and I secure my loft and pen but I sure don't want to jump through a lot of hoops just to move to a nice area. I have some racing pigeon people phone numbers and I will try to contact them to see how they handle things and where do they live in Montana..? Thanks for your nice and honest replies... Flossey

I think that if you are vigilant you wont have too many issues with the wildlife but I have no doubt that the preditors will test and poke about at the least. Once a bear, large cat or lion, wolf, coyote gets a whiff of the birds there will be attempts on the enclosure.
If you get through the first period of incursions then the offending animal will go find food that is less work somewhere else.
That does not mean that you can let your guard down.
Get a good watchdog.
