I've been to Great Falls several times when the weather has been subarctic. I don't know how common this is but I would doubt that Great Falls could be considered a warm city. Billings or Laurel seem much milder to me and don't have the wind Great Falls does.

Which part of Montana has the mildest winters? Hopefully close by a trout stream. Any locals with personal experience?

Billings has the Yellowstone River, the longest free flowing river in the country. Fantastic trout fishing. Plus other smaller rivers and creeks and reservoirs not too far away.

Not so much in the older parts of Great Falls (except sometimes right in downtown), but if you get up a little higher, like along 10th Ave. South or near the airport, or out on the flats, yep, you can take wing nearly as well as you can around Livingston ... but nowhere is as windy as Livingston!

I've heard that Great Falls is the windiest city in the nation. If that's the case Livingston has to be the second windiest.

Probably depends how you figure it -- average wind speed, total number of days with wind, max wind speed, total hours at or near max wind speed... and where you measure it, too. If you measure down in the town of Livingston -- I can't remember ever seeing high winds down in town (used to get over there once a week, mostly in winter), except along the main drag. But up above town, anyone can fly! Great Falls measures wind at the airport on Gore Hill, and I doubt it ever stops blowing up there. But velocities like on the hills above Livingston? Not that I know of.
