Please name this movie title (film, family, John Lithgow, place)

The movies is about a young high school genius who decides to build an atomic or nuclear bomb, out of household material, for a science project. he uses the design of a soccerball to design the bomb. He steals some of the green stuff (explosive material) from his moms new boyfriends lab and replaces it with prell shampoo I believe. The boy becomes targeted as a terrorist and is chased all over the city. I believe it came out around the same time as Real Genius & Weird Science but not sure.
