Made in the 60's. Was it made in B&W because of all the stock footage used?

yup - according to imdb trivia:

The film was made in black and white to allow archive footage to be incorporated, to give the movie a documentary feel, and because it was felt some of the stars would appear younger.

I'm so used to seeing WWII documentary footage in B&W that WWII movies in color, whether fiction or documentary, just don't look real.

The Navy did quite a bit of color filming. Most well known are probably the films of Japanese air attacks on American ships.
