As I get older - I feel like I get caught up more w/ emotional scenes. For the most part, any of those videos of military coming home and surprising their kids/parents/siblings really cuts the onions for me.
That said - when I was younger, moves never really made me cry... until this scene from The Patriot.
An obscure older movie, I caught it on AMC or TCM years ago.

Icky/tacky family fare, but some scenes were unforgettable to me.
Life is Beautiful (the ending)
Shine (when David conducts the symphony, the look on his face and release of all those emotions)
Cinema Paradiso. This movie is perfect and sublime in every way. I was not expecting that ending. What a punch. I cried like a baby. The music still tears me up.
Also not a movie, but the Little Rascals short "Dog Is Dogs" will do it, when the great Wheezer is lamenting poor Petey in the pound.
