Once it goes into effect we can now have tinting on the windows to the right and left of the driver
If i'm reading this correctly, the limit on the two side windows is no less than 70% VLT light transmission.

That's really nothing. Your standard untinted windows barely meet this spec.
Most automotive glass has a natural tint in it due to the impurities in the glass. Some people state this is "factory tint", but it's really impurities in the glass that reduce light transmission. It's what gives it that green tinge. Some vehicles use different glass, but your average Ford fusion out there will have standard glass. If you were to put a tint meter (i have one so i've done this) on natural glass, you would find it reading about 78-80% VLT
If the law is 70%, there isn't much more you can go. You'd have to put a VERY light tint on the glass to meet 70%. That means if your natural glass is 78-80% VLT the darkest tint you could go is 90% VLT tint which will drop you to about 70-72% VLT and help you meet that law.
This is 90% tint. It's practically clear. Do you really want to pay to install 90% tint on your front windows? Is it worth it?
Most people think that if the law is 70% then you can just go install 70% tint on the glass and call it a day. But you need to keep the natural tint of the glass in mind. If you were to put 70% VLT tint on natural glass with an initial VLT reading of 78-80%, it would read as approximately 54-56% VLT and you would technically not be legal.

Here's the interesting thing - there are window films available which are virtually clear that also block 99% of UV rays and 90-94% of infrared rays. Some of it can even be installed on the windshield:

I don't know, maybe the 10 years I lived there when you get either snow, rain or overcast most days of the month. Snow and grey from Oct-Apr, Rain from May into June. Sun in Jul and maybe Aug, then repeat.
I was amazed at the amount of people on anti-depressants and loads of vitamin D.
Not saying the people aren't good people, just sucks for sun.

Not even remotely accurate, we get a good amount of sun every month of the year, this includes winter, may and june are not not known as rainy months here. There are they occasional months of above average rain (like july this year) or snow but your "idea" of NH weather is way off. BTW I've lived here 44 of my 54 years, never have I taken anti-depressants or vitamin D.
