Some of my observations:


He is proposing that tolls are raised AGAIN and that some people lose their EZ Pass discount. He is also proposing an increase in the Rooms and Meals tax, ANOTHER increase in the Tobacco tax. He is proposing raising Car Registration Fees AGAIN.

Get ready for your property taxes to go up as he is freezing the distribution of the rooms and meals tax and passing more government worker retirement costs on to the towns.


He mentions this-which- I don't know how anyone with a brain cannot be outraged:
More than half of the state's budget is devoted to the Department of Health and Human Services. The Department's original maintenance budget was $806 million, $75 million more than we were spending in 2009.

Half of our freakin budget is HHS? Does anyone besides me have a HUGE problem with that? And I am supposed to believe that we aren't well on our way to Socialism?

The more money we devote to HHS, the more people from MA will move to NH (net-takers from society), the more votes for Democrats, which means more money for HHS and more people moving up from MA and mover votes for Democrats.... I

Wait... I've got the solution. ELIMINATE the HHS! I doubt those services are in the constitution anyway.

Goodbye HHS. Hello balanced budget and lower property taxes.

Can someone tell me what is covered under this dept? How can a state the size of NH use more than half it's budget on this dept?

On top of tax/fee increases already mentioned, I notice that they are proposing NEW taxes as well, such as a NH state tax on lottery/gambling. It is bad enough they are raising fees and taxes, now they are implementing more NEW taxes? We don't need any new taxes nor do we need to raise anything. That has already been done over the past 4 years with Lynch and the tax and spenders in charge and now they want MORE! In two years they will want evern MORE.

Thank you so much all of you who lacked common sense in voting this man and the tax and spenders in AGAIN. I don't like George Bush either but was it really worth it? Hopefully you will wake up in 2010 before it is too late.

Welfare, Food Stamps,-programs like that
HUD type housing services
Healthy Kids
Medicaid
Foster Care and similar
Nursing Homes
Public Health department/programs
Mental Health services
Fuel assistance programs
Programs for Senior citizens

Having brain fog-cannot think of anymore-perhaps others will chime in

What's "enhanced federal Medicaid reimbursement funds"? It's $712M of the budget...
I'm not very familiar with how Medicaid works, but I thought it was a federal program; does NH have its own state program?

I also have to say I have ZERO issue with the cost of healthcare & retirement for existing government employees. For one reason: When you buy something (lets say...a watch) you agree to pay (lets say $100) for it. When these employees (who are now retired) were employed they agreed to work for the state for X salary and part of that salary was their retirement/health benefits (total compensation). To reduce that now is no different than issuing a chargeback on your credit card for a watch because "I don't want to pay $100 for it anymore". The state messed up...calculating NPV is not that hard.
A much more rational way to address the issue is to simply offer a "normal" retirement plan for any new employees...then once attrition/death takes place you reduce your long term liabilities and all is well.

I'm not very familiar with how Medicaid works, but I thought it was a federal program; does NH have its own state program?


The Medicaid program is a federal and state funded program.

Lynch proposes laying off 300 state workers, about 2.5 percent of the state's 11,500 employees. He also would end the right of those with more seniority to take jobs of less senior staffers. Most of the layoffs would be in the departments of corrections, health and human services, safety and cultural affairs.

Lynch would also close eight district courts and use savings to fill vacant judicial positions.

He would close the state prison in Laconia and put money in the capital budget to design and find a site for a new women's prison. To deal with inmates in Laconia, he proposes speeding deportation of illegal immigrants in custody and making a gym at the Berlin prison into a dorm to handle about 100 inmates.


He also would close the Tobey School in Concord for children with behavioral problems. State workers there, as at the Laconia prison, would be laid off. I have no clue what his alternative would be for the Tobey School, but that seems like a drastic measure.


He would raise the cigarette tax 35 cents per pack to $1.68. The tax that was just increased by 25 cents in October. Still a pack of ciggies cost $3. less than in MA.

He wants a new 10 percent tax on charitable gaming winnings above $600. People actually win?

The tax on renting rooms and dining out would rise .75 percentage points to 8.75 percent. If you can afford to dine out to begin with, the increase isn't noticeable.
