How bad, exactly, is it? When you say there is 'garbage' in the backyard, do you mean that it's overflowing with actual trash and sewage? Or do you mean that it's cluttered with junk?
What kind of people are living in this eyesore?
If it's, say, an elderly person that's having physical/financial trouble keeping the place up, or a nice family that's having financial woes, I could overlook that (especially for the PERFECT house for which I've searched a LONG time).
If it's thug central, a meth lab, or a house full of level 6 hoarders, then, not so much.
I'd do some amateur sleuthing to get an idea of who lives there. You can plug the address into an online property tax record database (NJ Assessment Records Search) to find out the name of the owners. Then, you can do a background check or a search on their name and see if anything egregious pops up. Of course, if there are renters living there, you'll have to do extra snooping to find their names. Negligent renters can be a PITA.
Go watch an episode of "Infested". It's usually the unkept home next door that makes the situation unbearable.
LOL, I thought of the EXACT same thing - that episode where the home next door was infested with roaches coming from the disgusting neighbors' home/garbage. Old tires are also a breeding ground for mosquitoes.
Are the rest of the homes in the neighborhood well-kept? I agree that it depends whether it's an older person or maybe a foreclosure situation, in which case I'd be much more likely to feel comfortable then, say, a group of hoarders.
On one hand, you can really never know who you'll end up living next to and you really have no control over who might move in as time goes by. On the other hand, though, do you really want to start out with all of that ick?
You can always check the town ordinance--if they are in violation in some way, you should be able to report the violation and the town should look into it and theoretically ensure that it's taken care of. Depends on what the ordinance says, and how cooperative the town officials are, though, as to how successful that will be.
yes the rest of the homes in the neighoborhood are well kept. But it also looks like the house that is next door has not been painted for years. The color is fading and the former paint job must have been years and years ago as the paint appears to be peeling off.

If the house next to you is a dump then your house is in a bad location. Those owners may never clean up the place or maybe they can't afford to maintain it properly so you might be stuck living there. If you are concerned the next purchaser of you house might also be..
You can report this person to the authorities. A lot of towns and cities now have rules about keeping a property decent looking. I know the city I live in does. I would report it and maybe they get warned to clean it up or they will be fined.
Might be a bit harder as you aren't yet a resident. But if the garbage is a health issue, there are town ordinances to deal with it. As far as tires and pealing paint, that is MUCH more difficult to address.
