I'm not sure about best or worst, but Gloucester strikes me as...least distinctive? from a North Jersey perspective. My dad and I were trying to remember all the counties in alphabetical order; we kept coming up with 20 and passed over "G" three times before remembering Gloucester. The other counties I either associate with beaches, pine barrens, run-down towns (Bridgeton/Vineland in Cumberland, Salem in Salem). Camden is at least remembered for Camden city, and most people in the state have at least heard of Cherry Hill. But Gloucester has...Rowan U? Pitman? If you asked what is each county most famous (or infamous) for, I'm hard pressed to name something for Gloucester. And I lived in South Jersey for 2 years. Not sure how others perceive it. I wonder what North Jersey county is equally forgotten to South Jersey. Maybe Hunterdon?

I always forget at least one. PA? That takes a lot longer, and I forget about ten.
I've known a couple of people who taught at Rowan, and a couple who studied there. I've visited Mullica Hill, and been to Red Bank Battlefield Park.
I grew up in eastern Morris County in the same exact town and same exact house my entire life and I am 19. Morris County rocks, but I kind of like Morris County from Parsippany and westward, because there is less traffic and less hustle and bustle. Every neighborhood in Morris County is a good neighborhood and there are no ghetto neighborhoods with muggers like you would find in Essex and Hudson County or any urbanized part of NJ. Essex County has its rich neighborhoods, but then you have nasty areas like Montclair, the Oranges, Newark. Eww. Livingston is an okay neighborhood in Essex County, but it's way too crowded and attracts weird people from Newark. Eww. Morris County is the best. You have some lakes, some outdoors stuff, Morristown has nice bars, Morristown has a community theater, Morris County overall has good eateries (I like Indian food and I feel that Morris County has a lot of that). The only thing that I don't like about Morris County is that Morris County residents to not have a mall within a short distance, because the only good mall in it is the Rockaway Mall off of I-80. Ledgewood Mall is even further from where I live and that mall sucks and everything is closing down. Luckily, I live close to a mall that's not even in Morris County.
