Indeed. Here's the Google Streetview while it was under construction. You can see the freshly-blasted cliffside. The edge of the Palisade used to be much closer to the road. And correction for the record, it's in North Bergen, not WNY.

I would agree with you if it were in a different location. When I think of the Palisades, I don't think of that rock pile on the side of the road, which is obscured from view by the Hospital anyway. And you are definitely right in that we don't need another Walgreens. You can never have too many Starbucks though.
