If that "tab water" is the same brown color as the wretched low-calorie soda of the same name, that should give you a pretty good warning that it isn't fit for drinking.

Trust me, the water in New Jersey is much tastier and lower levels than the water we pay $100 a month for---and we can't even drink it! We must filter it through a RO filter or many purchase water coolers.

the brown water happens when they open the water hydrants, not from sewage in the water.

You can also search those toxic waste sites and judge for yourself. If you look at Matawan, there is a superfund site in nearby Marlboro. This tiny state has the most superfund sites in the whole country. It will be hard to avoid. Municipalities do periodic water testing though, that's why I'd rather have public water, and use filter. I've been using Clear2O pitcher since it filters lead, but I don't know if it filters chromium 6.
However, you can do water testing before you buy the house. It's good to test for lead anyway.
