If you work in finance (like, you know, many people who commute to NY), it's rush hour.

im not aware of there being a different rush hour for different industries.

Yes ,there is. Try living in the Washington DC area many Government employees have "flex" time,rush hour is between 5:00am and 8-9 am.

living close to a major Airport that works around the clock you see rush hour at 10 pm sometimes.
