If you read the complete description of the property on the listing, you will see that it has no water, no septic, no access to electric, no road access. It's also flat and treeless and 25+ miles from the nearest town. It's cheap because it's in the middle of nowhere with no services, no access to services, and is land-locked.

threecats407 has a good idea: buy an existing place with utilities already in/available.

IMO, at present, you are woefully ignorant of all that's involved in buying undeveloped rural land for a future homesite, especially in the West, and you are likely to lose whatever money you invest and never get your dream home built. You need to educate yourself. There are a lot of threads in this forum, but there are also some in the Colorado thread relating to buying land in the San Luis Valley and other remote areas.
