If its food you want, any of the Besh restaurants offer great deals from 3-6p:

Luke: 50c Oysters are back! half priced drinks
Domenica: Half priced pizzas and Half priced cocktails, including wine (I think).
American Sector: 0.75c Sliders and half priced cocktails.

It's not a bar but still a good drink special. Reginelli's on Poydras (perhaps elsewhere) $2 pitchers of Abita Amber on Monday and Tuesday.

The best "happy hour" is 24/7 at Ms. Mae's on Magazine and Napoleon. $1 wells, $2 doubles, $1 domestic beers and $2 imports/microbrews. That place has taken years off of my life! A great bar to rub elbows with every single demographic imaginable in this fine city. Early in the night you have a college crowd; by 6 AM the junkies roll in to play video poker. It's a real experience
