From my experience it takes a month or 2 for the lottery to move from closed to "lottery pending". Once the log numbers are out, the preference people start getting contacted.. If you are in the general population with your 12k number it will be a while 6 months+ to a year... for them to even consider you. There have been cases where individuals have been called for log numbers higher than yours, but most lotteries I know people need log numbers less than 3k to have a chance,, unless you are part of the Preference then your odds are quite higher It also depends how many individuals are in your income bracket as well as the available apartments.. So I'd say don't lose hope, but keep applying to other lotteries...
As far as the 3k log number at 38 sixth avenue... It is a luck of the draw there because they may still be going through log applications slowly getting to your number, or they might run out of apartments. If they even consider you, then its great or else you might even be placed in wait list...
Wow, well what do you know, my number is 1,6xx - this is definitely my best showing ever in one of these lotteries. No Preference. Still not holding out much hope, plus not sure I want to pay that much in rent anyway.
