I got my notice on the 15th and it didnt say any of that. All my email stated was it needed update on my documents. Didnt day anything about lease signing.
Maybe they're sending your file to HDC/HPD. Those who were already approved got a different 5 day notice. I would call sometime this week. Doesn't hurt to check the status. That's how I found out I was approved.
Wow this forum just flourishes over the last few days! Well I still haven't received an approval yet, I submitted my last 5day notice in Jan for approval from HDC. I'm still waiting hopefully everything works out for the best for everyone.

You'd be surprised. I sent my last 5 day the end of Oct 2018, HDC sent my approval Mid Nov 2018.
Yeah you just made it. The building took so long to complete. So I had to resubmit everything.
