As an update, I received an email last week to send back a few documents dated and signed. The person taking care of my file said that files are being sent to the city this week. so, I guess that's good news (?)

YES!

My agent also informed that files are being sent to city as well

Keep in mind it goes according to log number (lowest to highest, in that order)

5000's. But this building only had 5 units so I guess there aren't many applications to process.
