When they say final review , is it the HPD ? Do they send an email when it goes to the supervisor before HPD?

Don't put too much stock in Housingconnect, I've had a lease signed and moved in 2 weeks ago and it just switched to under review. Phipps told me that housing connect is the last thing updated, so you should know before housing connect changes.

Personally I'm not minding an empty building, I'm able to blast movies at 2am and not worry because i know there's no one adjacent to me lol.

had to go back and check, but my first contact was on 3/16 (feels MUCH LONGER) and signed a lease on the 27thish (it's been a bit of a blur so it's just that week). I also turbo rushed certain aspects, providing documents directly to Phipps basically within 2 hours of them being requested (having a notary nearby and a job with free time helped a lot).

I'm going to assume mine moved a little quicker because of that, and my documentation being relatively simple, and so on. In all my conversations with Phipps employees they've made is clear they really want to get these buildings filled, so i think it's just a matter of time and bureaucracy if they're lagging a lot.
