Some lotteries use CB preferences others do not. My guess is that the decision comes from what of the various programs the building is being developed under. I suppose some programs require a CB preference, other programs might prohibit CB preferences or make it optional.
A criticism of CB preferences is it gives an advantage to people who already live is a desirable neighborhood, and a development in a nice neighborhood with mixed income and even market rate unit could tend to be a very nice building indeed.
Of course, the building’s location in Community Board District ties the preference to that CB if there is one.
