If that person is on your paperwork and moving into your apartment then yes. A couple on the same paperwork? Absolutely! Make sure you can and your partner can take off so you both can be present

Yes but you aren't always given the option to choose. Sometimes you are assigned a start date and it's take it or leave it, other times they say you can pick a start during the next several months. Each building is different.
