I can’t say if what follows addresses your question completely. Look at the last sentence. Is “same lottery” mean same building? Below is taken from the Manhattan Plaza notice.
• Applicants can only be on one waiting list at a development. If applicants have the right family composition, they can apply to more than one lottery. However, if they are selected for more than one lottery, they will have to choose which waiting list they prefer.
• An applicant whose name is selected in a lottery cannot be included in the family composition of any other applicant who is selected in the same lottery for that particular housing company development.
Failure to comply will result in the disqualification of both applicants.

Yes, I meant the same building. For example Ruppert house has both studio and 2 bedroom lottery.

What I understand, an applicant can’t be on two wait lists. If you are lucky twice and get on two lists at the same building you have to drop out of one of the lotteries.
The second bullet point seems to say a name can’t be on two applications for the same lottery, a particular unit size such a studio. This seems to prevent applying as one person alone then also having a spouse apply as the lead name and including the first person as spouse. I am not an authority, however.

Agree with your interpretation. Makes sense to me. Thank you.
Yup, I'm still having this issue today. Incredibly annoying!
It’s very annoying! And I can’t find them on google or anything either. Maybe there is a number to call to find out?
