Hello Everyone.

I am a bit confused and anxious about the approval process and would appreciate anyone's guidance and advice.

So, here's my story...I currently receive housing payments through an NYC HRA program (not a voucher). I applied to several lotteries a few months back and exactly 1 month ago received requests to submit documents from 2 developments.

Since then, it has been complete radio silence. I've emailed and called for updates to no avail. No return calls, no return emails, nothing. Also no change in applicatio status, still says "under review".

I've seen many on the forums claim that the HPD approval can take a while. However, I never got a request to sign any forms to submit anything to HPD or any indication that my application moved beyond the marketing specialist. Also, I didn't get any request to submit any additional documents.

As you can see, I'm somewhat perplexed
So here's my questions

1. Should I continue to hold out? I was really looking forward to securing a lottery apartment with stabilized rent for when I'm back on my feet. Or if it's taken this long it's not such a good sign?

2. Has anyone had any experience with no contact for so long from the marketing specialist and no submission to HPD (or at least no indication of such) and if so, what does that usually indicate?

I know nothing about the NYC HRA program. So, I know nothing about if it influences outcomes.

Generally, my assumption is there is insufficient insensitive to make the process fast. I doubt much resources are allocated for lotteries, such as personnel. I doubt any commission is involved if an agent fills a unit. It would be kinder if the process moved faster, but that would mean spending more money on it.

Your Question 1. Under general circumstances, any of these housing lotteries is a long shot. If you are holding out, be sure you have educated yourself at to your chances. Keep entering lotteries, and most importantly keep pursuing other options.
  • How low is your log#?
  • Are you qualified for any of the preferences if they are used in the lottery? These can amount to ~60% of the units in a lottery.
  • How many units in the lottery are there that your application qualifies for? If you can only place into a few units that is different from being qualified for dozens of units.
Your Question 2. These things can take an excruciatingly long time, and there are many factors contributing to that opinion. Just one example, the new construction building actually isn’t finished yet and/or has not been entirely certified for occupancy. Depending on the type of lottery, some people wait for years to get a unit.

This past month has been rather full with holidays. “Western” Easter just passed. Orthodox Easter is this week. It’s still Passover. It’s still Ramadan. Lots of people take vacation around this time.

Thank you for your response. My log numbers are #4xx and #2xx but both of these are for small lotteries I qualify for 7 units in one and 2 in the other. No preferences exist for either of these developments.

I really didn't consider the holiday aspect, as I'm not really aware of holidays. So there's definitely that.

I will continue to be patient and hope for the best and continue to enter lotteries as they become available.

Those are nice low numbers particularly because no preferences are being used. You know that a higher log# with a preference won’t preempt your lower log#. It’s worth paying attention but try not to over do it. Because no preferences are being used it’s easier to think about the process.

Unfortunately, and typically, it’s hard to evaluate what is going on with the log#s lower than yours. Some of them might never have bothered to respond. Others might be disqualified for income or family size reasons; it free to enter these lotteries so some people just do that without actually reading the qualifications. The best scenario would be that all the lower log# aren’t qualified for the size or AMI % units you want. For example, you qualify for studio and one bedroom while they only qualify for 2 bedroom or larger. Even for log#s lower than yours that are “competing” for the same units your are there is the possibility that those applicants say NO to the offer for whatever reasons including they don’t like the building or amount of rent.
  • If it’s convenient, visit the location of the buildings. You might learn something obvious like nobody is living there yet and construction workers are still about the place.
  • If the building has market rate units you can search and see if they are being marketed for leases and starting when. It might be the building is concentrating on getting market rate units leased first while the market is ripe; the fixed rent units can wait.
  • I don’t know full details, but you can search the City resources (building dept etc) with the street address to see if occupancy permits have been issued.
  • You can search this forum to see if anyone reports, being accepted/rejected touring a unit or moving in.

It's so crazy you mentioned that. I just searched in the DOB database and the both buildings just had inspections for Certificate of Occupancy in the last week or so. So maybe that is the hold up.

Also there are no listings for market rate apts in either development.

Finger crossed that movement gets rolling now
