I worked at the shelter for one day. They have the shelter police there because of the behavior. Sumner houses are there too full of crime. I would not sign up to pay these prices to live near people who don’t earn enough to even afford these rents. Nope.
If we form an alliance and no one applies, will they lower the rent? Who decided these absurd rent prices?
Nah doesnt work that way. They picked the 130% AMI so its for higher income ppl. If they included lower AMIs then ppl who make less would be able to apply and be given less rent .

We've done this a few times....
If these units are RS (and believe they are), then legal rent is what it is. Changes in 2019 rent laws make any preferential rent the new legal rate, thus you can forget any sane LL lowering that number, especially for new construction.
Yes, they can offer incentives such as month or months free rent, those sorts of things do not affect legal RS rent. At renewal tenant would be offered a lease at whatever rates RGB voted that apply. Has nothing to do with LL, unless they decided not to increase rent (never going to happen).
Also as have discussed previously if this building cannot fill units, city will step in and send homeless, mentally ill, voucher holders and or whatever else DHS deems appropriate. City will pay all or most of rent for those people so LL gets their money regardless, and doesn't have to lower anything.
