If your file is at HPD, I suggest you make arrangements to start moving. At least get the quotes. It's very rare that HPD rejects files. They're basically just a rubber stamping agency lol

And for this TIC form, is this uploaded after management approves or after HPD does? Will they send it to me to sign or does it just get uploaded?

They usually send it via email to sign. After your electronic signature, they will upload it themselves. That's usually how it's done after the COVID lockdowns. Before the pandemic, they'd invite you to the office to sign the document.

Wait what mine says under review after 100 uploaded (family of 4)
just asked to remove the job i m currently on hold from docusign
so i already signed docusign but never saw TIC. ?
and my guess still my file is with marketing agent?
So how i signed docusign already?

It’s basically the summary of your income. You need to review their investigation of you and agree by signing it.

I just signed my TIC everyone. My maximum gross rent is higher as well. I still signed the document but also asked for clarification.

What are utility allowances? On my TIC it says my rent is $1862 and utility allowances are $110. Gross rent is now $1972. We are responsible for electricity and hot water is supposed to be included in the rent so I’m confused as to what utility allowances are.

Disregard that $110 utilities allowance, that's just a rough calculation on how much you will pay for your electricity later but it doesn't mean the building management will add that $110/mo on top of the electricity bill that you will get monthly. So it's basically the estimation for you to know about how much you'll spend monthly for both rent & utilities.
