HPD agents are often nice and understanding: they know the rules and expect the rest of the chain to follow through.
Marketing agents on the other hand are often in-experimented (my experience at least): they ll try to go fast to impress their hierarchy, make tons of assumption, mistakes and are fast to reject "in good faith.."
Fist appeal go to them, so they re free to ignore it because "overloaded" (which they probably are anyway)
Second appeal is supposed to go to a neutral party at HPD, so that is where you might have better chances to be heard.
