No, it's not. Unless units were created under some sort of affordable housing scheme RS units are what they are, just apartments that state put under regulation. At one time scores of buildings all over city were filled 100% with RS or RC units.

That being said various posters have used RS leases to obtain various benefits geared to "affordable housing" such as that discount on Internet service.

You can check out the Furman Center from NYU and it will tell you all of the regulatory programs a building participates in - that being said just because the building participates in the program does not mean all of the apartments do (example: in my building some units are LIHTC and others are market-rate - but our building is listed as a LIHTC property).

It could be, but it could also have no income restrictions at all. With the example presented, it can be a possibility that all those RS units are leased to households beyond the 165% AMI (Middle Income) or a mix of income.

A random RS unit in NYC might not have income restrictions. If it does, those restrictions are additional rules.
