Hello. I just checked my Housing Connect portal and my status has just changed to “review completed”. My documents were submitted to HDC within the past week. Does this mean that I have been approved? If so, what are the next steps and what should I expect?

From my experience yes this means you're approved. You should be contacted to view the unit if you haven't done so and sign a lease.
And how long did that process takes from the day you submitted docs
