Please give me advice how to fill up the application for the lottery for affordable apartments in the part - Landlord. I live in an apartment with friends as a sublessee - so they have a contract with the landlord and I pay them my part of the rent. So I don`t know the name and address of the landlord of the building and I don`t have any contract with him. So shall I write the name of the Subletor and is there any problem if I do this, and how to mention the real situation, because in the forms is written " not to provide false or knowingly incomplete information "

Correct.
Your "landlord" is the person to whom you give your check, in this case the prime lessee.

But don't go into details because subleasing does NOT look particularly good to a new potential landlord and the deal you are in now may be in violation of the lease.

Thank you a lot! So you advise just to write the name, address and phone of the sublessor without mentioning that she is not landlord, but sublessor.

Yep.

If they want to fish for more info let them.
Tell the guy you give the check out to to simply respond if he gets a letter and say "Yes he has been your landlord since XXX and you have been a good tenant."
Strictly speaking this is not a lie.
