Mold will be a problem, although with winter coming, not as much as there would be if it were hot out. Mold doesn't generally like the cold.
I'm sure some rats drowned, but not enough to really make an impact.
As mentioned above the contaminants in the flood water are the biggest challenge and they could start an epidemic. Hopefully the CDC is already involved with managing this aspect of the disaster.
The Health Department says a lot of rats probably drowned. But, then, the strongest and fittest of them are now out in the streets.
