The NK government just wants to blackmail the SK's and the US for some money. Everytime they need some money they start rattling sabers.

You can't occupy a country like NK with a military manpower of 9,500,000 (including paramilitary) in a country the size of Mississippi all loyal to the regime. A nuclear attack is sadly the only option, if things escalate to this but that would have a devastating effect on SK too.
If North Korea were to ever develop an effective ICBM then living on the East Coast would be no safer than living on the west. They would launch the missle so that its trajectory would take it over the North Pole (not over the Pacific) where the distance and travel time to target is shorter. If North Korea ever has a space program that is not an abject failure then that would mean they possess reliable rocket technology which could be used to launch an ICBM that could actually hit a target. That's when you worry.
