There is an order to STOP using #6 fuel oil in boilers because it is heavy and burns dirty. Every boiler is inspected certified for a number of years and when the next inspection is up on your boiler it cannot use #6 oil. (Ours is some time next Summer 2014l)
At that time conversion must be made to either #2 oil (lighter and cleaner) or to natural gas...so new burners or worse, new boilers and new chimneys.
Naturally Summertime is the wisest time to choose because then disruption need only be made to hot water. I am in a large complex so we are going to hire a portable boiler to provide hot water while the conversion is made.
Perhaps that is what went on in your building, Steve, but your landlord was too cheap to provide an alternate temporary solution and too stupid and callous to notify the tenant?
How I would like to confront the actual responsible person! Go to his damn house and stand out front with a big sign: YOUR NEIGHBOR IS A SLUMLORD. Sadly, I'd likely be arrested.

I did similar and my landlord chased me with a 45...and I am not joking.
Why despoil the sidewalk...spray the message on his CAR, or onto his wife's MINK.
Doesn't have to be indelible paint. Just enough, for him to have to invest more time scrubbing it off the sidewalk, than he does remediating the problems in your building!
Oh no...use RUSTOLEUM or an epoxy based paint which will last 'til the next Ice Age.
