Hi guys, I am moving to New York to work in the UN, however I must say that this 40x rent rule made me a bit scared, my salary will be about 7,000 and I am afraid I won't be able to rent a decent 1 bedroom apartment since my salary according to the rule would only qualify me for 1,500-2,000 rent, and due to the expensive rents in NY I would have to end up living in a bad neighborhood. I really don't need to live in Manhattan, so I wonder if these 40x, 50x rules are just there? Or they apply to the rest of city also ?

You won't have to live in a bad neighborhood at all. You just won't be able to live in Manhattan.Plenty of very nice 1 br apartments in nice neighborhoods in the 1,500 to 2,000/mo range in other boroughs.
The 40x rule is not universal but it is widely used in all 5 boroughs.

Maybe you won't be able to live in Manhattan, but you might get lucky. Meanwhile, be aware that the U.N. keeps a little in-house list for housing, like it's own little ad section, so maybe you'll find someone predisposed to want a U.N. tenant.
Thanks for the reply, by the way I have been taking a look in neighborhoods and I found two in Queens who seemed to be pretty nice: Astoria and Sunnyside, do you guys recommend these ones? Do the rules apply widely there?
Now, how do middle class, poor people are able to afford these rents with these rules?

Why are you worried about landlords using the 40x rule if your income will be $84,000/yr ? You will qualify for any 2,000/mo apartment and there are plenty of them so what's the issue ?
Poor people can't spend 2,000/mo on rent so they live in cheaper neighborhoods.
The only thing I was worried about was that the 2,000 rents were in bad neighborhoods or were tiny places, but I did some heavy research I saw some pretty nice apartments in cool neighborhoods for that kind of price.

You could easily find a 2 or 3 br apartment for $2,000/mo if you wanted to.Not in a "trendy" neighborhood and a little further away from midtown but in very decent neighborhoods.

i found several apts within his price range in trendy areas in Manhattan. OP needs to learn how to use the interwebs.
Haha I looked at 554 West 50th Street #2FW, New York NY several years ago. The pictures make it look much better than it is.
