That's just a basic lack of intelligence on their part. Want to know what percentage of voters were Black in the 2013 primary elections? Check out the exit polls! They do keep DATA!
As a friend of mine said, racism is a form of collectivism. A very DUMB form of collectivism.
Obviously, there are politically active Hispanics/Latinos throughout NYC. Apparently, De Blasio's Spanish speaking skills from his time in Nicaragua and Cuba came in handy, because he was able to speak Spanish to the mostly Latino audience and panel (see the link below).
How can he garner the Hispanic vote when so many hispanics in NYC are not even naturalized citizens? Especially Dominicans and Mexicans. The only major Hispanic vote are thr Puerto Ricans.

Note that I stated ---a number of NYC Hispanics/Latinos are undocumented, but my overall point was, they are still political (regardless of whether they can vote or not). In reality, even though many can't vote, they still want to have a voice in their local community w/ respect to housing, jobs, schools etc.
White's are the largest racial group in New York city, not voting block. Also, there is a very large number of White hispanics, whom identify more closer to white than to being a minority, many Asians likewise.
Whats so sad about NYC and voting is that people vote along racial and ethnic lines and never for thr rhetoric. I oberved so many black people wait in lines to vote for obama. Its liie thr whole entire housing projects came out to vote for him. Lines were so long I decided to hop offline and take a nice walk home. I wanted to ask people online, why are you voting for obama? Under obama income inequality grown, under obama more and more blacks have been incarcerated in prison. Anf many of these people were on welfare anf instead of spending their time looking for a job, and they waste their time receiving welfare and voting for a dud who will ensure another cycle of poverty. another thing is that people work on election day and plenty work long hours which will keep voters away from the polls especially low income voters who work long hours especially amongst Hispanic and Asian workers who are naturalized citizens.

Main focus is becoming American citizens. But yes like you pointed out many are vocal.

A relative of mine works as a Nurse Practitioner at a women's health clinic in the Bronx. She recently informed me that many Latinas who frequent the clinic self identify as white on all of the forms, regardless of their skin color and racial background. According to her, many of the women are Sammy Sosa's complexion, but still consistently check the "white-Hispanic" box.
The numbers are greatly skewed since the majority of Latinos (even the black ones) identify as white on various forms, but in reality, many of them are either mixed race or black.

I dont understand why so many Dominican women do this. I heard about the same thing from a social worker I know.
