The stuff is pretty effective if you get it smack in someone's face. I've heard of numerous instances where women have used it to ward off assaults. It works on four legged animals too, like dogs and supposedly even bears. Also some of the dispensers are pretty well ergonomically designed. I like the type with the little flip top. You slide your thumb under it to get to the button. Fast and easy and safe to carry in your pocket without accidental discharge.
My intent wasn't to start a debate about the effectiveness of pepper spray. I personally don't think it's that effective, especially if windy, but she plans to carry it in her hand for the 8 blocks she has to walk to the subway. If it has a subliminal effect of making her feel safer and she does not appear nervous walking because of that, then perhaps that is good enough.
My question was: should she go to go the precinct and register that she has it? The police shop did not ask for any ID of any kind and if it comes down to it and she does use it, will she be in trouble for carrying an unregistered self defense product?

You don't need a license or paperwork to carry Mace. Any recordkeeping requirements are the responsibility of the place that sells it. I guess if a person is going to be frisked by the police for any reason you should tell them you have it but it's legal to carry.
If Bear pepper spray is effective in stopping a 600lb grizzly, it can be just as effective in self defense against a NYC thug.
