The Neediest Cases articles are only published around Christmas. Seems like right after Thanksgiving til a few weeks into January. The articles are part of a fundraising effort. (Edit: I think this is true; it just seems like I only see them around that time of the year, and not the rest of the year.)
Actually those articles could be a good resource for finding charities like Catholic or Jewish charities, because many of the articles mention a specific charity that helped the article subject with a back rent payment or a one-time payment for bunk beds or a utility that was turned off due to non-payment, etc.

From what one understands from the above link the campaign indeed runs through the holiday season to raise funds. Those monies are in turn sent to any of the several participating charities to help with their "neediest cases".
Nothing says however you cannot donate during any other time of the year.
