Actually those articles could be a good resource for finding charities like Catholic or Jewish charities, because many of the articles mention a specific charity that helped the article subject with a back rent payment or a one-time payment for bunk beds or a utility that was turned off due to non-payment, etc.
You may be right about when it appears in print (from about Thanksgiving through the New Year), but IIRC the trust/donations/project goes on throughout the year. Neediest Cases - The New York Times

From what one understands from the above link the campaign indeed runs through the holiday season to raise funds. Those monies are in turn sent to any of the several participating charities to help with their "neediest cases".

Nothing says however you cannot donate during any other time of the year.
