Obviously not knowing all the details, he doesn't seem like the most dangerous criminal ever. However, the way the cops let him escape makes them look grossly incompetent so I imagine that is why they are putting in so much effort.
I can't believe the cop hijacked a persons car in order to pursue the suspect then proceeded to damage it in the process?
All while failing to apprehend the suspect- a guy driving a cop car in broad daylight in cuffs.
They apparently caught the guy in Manhattan today.
