Its do-able. But it just so tough. You might ended up living below poverty level since your income is not stable. People will make it. Just keep in mind, making 38k in Missouri is equal to making 98k in NYC ( i read it somewhere). So you can live very comfortable somewhere vs try to make ends meet in NYC.
It is entirely possible that this family of 5 will find a place to rent with a $35K income (disability income at that). The problem? It will be NOWHERE they would consider living! Of course I am making alot of assumptions regarding their requirements and standards, however I am fairly confident that the apts that do accept them are the ones that nobody besides the desperate/homeless families/unrentable tenants would take.
I hope that the OP continues to post on this thread to provide us an update on if she gets an apt, and where it is. I am willing to bet that within 12 months of moving to NYC this family will be at the shelters, and the city's problem to house.
Both are so new there hasn't been any graduating class yet. Queens Metropolitan is a zoned school, Maspeth HS not. Anyway, the OP would really need to look into this, and if she wants to send the kids to the zoned school, make sure she's in the zone (inside schools calls it Rego Park but they are wrong sometimes).
I do believe that Queens Metropolitan would be the zoned high school for that part of Middle Village.
I would say go with your plan. Sounded like your whole family is in for this adventure. But please have a plan B. Make sure you try and at which point you will give up and find another place. I would be more concern about your older two. Maybe you know who they are hanging out now. But in new area, everything would be different.
Bear in mind that New Jersey is one of the most expensive places to live in the country, and your income is low for Jersey. However, if you go to the NJ forum, people may have suggestions. It's worth a shot.

You have certainly changed your tune. Wasn't it just last week when you said you didn't want to "commute" anywhere and needed to be IN NEW YORK NOTHING ELSE!
