I know I can research online, but based on personal experience and potentially up to the minute updates, what is the quietest NYC beach accessible to me in the 5 boros. My lady said that she wanted to lay down on a beach and listen to the ocean waves, and hear seagulls and not really have too much noise from other people. At first I thought Rockaway Beach, but there may be a better option, no? We would be going some week day during this week. Any help is appreciated.
Midland Beach in SI. We went a month or so ago and had the beach almost to ourselves on a hot 90 degree Saturday. Most people forget Staten Island has beaches, and head straight to the Jersey Shore instead.

You are probably better off downloading a nature sounds mp3 online and enjoying it in the comfort of your living room.
If you really want to splurge go to montauk after labor day.
No idea, I know I just saw a few signs while there.
Could be a couple of different reasons. One might be that you were in an area where there were no lifeguards. Also, I know from visiting beaches in other areas of the country that sometimes red "no swimming" signs are posted when there are dangerous riptides.
This is what the nyc parks website says about the SI beach you mentioned:
During beach season, lifeguards are on duty daily, from 10 a.m. to 6 p.m. Swimming is prohibited when lifeguards are not on duty and in closed sections. Closed sections are marked with signs and/or red flags.
