What ? You have nothing to worry about . It's only been one year that the exam has been valid . You have prolly more than 2 years . It's 4 years from the time th list has been established

You should be good to go. Don't even put "freeze" out there, it's happened before but is rare and could only happen if there's some sort of recession. There's a difference between not hiring and a frozen list.

May or june is probably a good guess. We will have a better guess after night plow is over.
