I have to imagine there are racial disparities in testing performances, which should probably be addressed first

I'm not following. Are you talking about testing in general and not specific to the test for these high schools? The demographics of the student body at these schools are more visible than how each racial group performs on general tests. Its a statistic that led some to believe there's bias in the test itself. They see the disparity and are quick to claim there's an issue with the process.

Call it whatever you want but it's reality.

Some of it has to do with socioeconomic classes but some of it is cultural (see lower income Chinese as an example).

It's always reinforced in Chinese families that you have to do well in school to do well for yourself. Some parents even go to the extent that you cant have a gf or bf before you graduate college lol. And when your friends (who are likely Chinese as well) are very focused in school, you are likely to follow suit as well.

I'm aware that there are cultural differences. However it's unfair to to deem that this is a waste because you perceive the people you ride the subway with to be low class.

When I see people on the train, you tend to pick people out not by race but by how they act and dressed. You can't hide low class even if a person is well off or rich. It's not how much money one has, it's how someone obtains their wealth. If someone obtains wealth through education, skills, or business IQ they will show much better character than someone who inherits their wealth and never knows how to manage it.

Well yeah I was referring to testing in general. It pertains to a much larger percentage of the population.

But most people on the trains sit there quietly

For college purposes, sometimes you may be better off as a honor roll student at a lesser school than an average student of 1 of these specialized high schools assuming you can do well in the SATs of course.
When I went to BTHS, it wasn't likely it was definitely without being taught the correct learning skills. One had to want to be there and do whatever was required to stay there.

“Our specialized high schools need to better reflect the diversity of our neighborhoods and our city while maintaining their high standards, and this strong package of reforms is an important step forward,” said Mayor Bill de Blasio"

Mayor is a real dummy.

Wow.

Folk complain about people making allegations of discrimination at the Big 3 (Might be the Big 8, now. It was the Big three, plus LaGuardia/Music and Art at the time I went to high school). People say, "if you don't pass the test, you shouldn't get in, period!" Now, the city takes steps to ensure free test prep in the hood, to ensure equal opportunities to pass the test, and people have a problem with that!

Just remember, Tech used to be "The Black School" of the Big 3! Grew up in Brooklyn with a whole bunch of folk who went to Tech, including Londell McMillan, considered the world's best entertainment lawyer! (ask Stevie Wonder, Spike Lee, and both Mike and Prince's estates!) My cousin went to Tech, all the way from Wagner PJ's in East Harlem, now a Transit union leader! And my roommate (he's an engineer!) and a bunch of other college schoolmates are Tech alum. I guess them folk back then should not have made the cut!

I always thought African Americans were 'steered' into Tech, given that Tech, back in the day, was mostly Black. But the question is this: if Black folk were steered in, how the hell did folk get steered out?
