The program is not allowed to discriminate. They are looking to promote taking the exam by providing free prep material and training to all students. This is seen as a benefit for Black and Hispanic families as Asian and White families tend to already pay for private tutoring. There is a lot of tension with NYC education system as there is a clear divide between Asian and White families attending good public schools, while Hispanic and Blacks families attend under performing public schools. There is self segregation going on as Asian and White families tend to avoid under performing schools by attending public schools zoned in wealthy neighborhoods or public schools with admission test.
When I was in middle school, my school offered summer and weekend classes to study for the specialized high schools. I and a few others got into Tech (when it was still good) and someone else got into Stuy.
I support this as long as there is no discrimination.
time to find a non-white spouse and make minority kids. minority kids have it easier.
technically you can self identify yourself as however you feel like it. There going to come a time when everyone going to start labeling themselves as minorities. Elizabeth warren labels herself as a native american.

My middle school offered test prep during lunch periods.
This is a big change from the 70's where there were secondary lists for minorities that allowed them entrance into the schools with lowering the score required for entrance. Once they were in the school, tutoring was available from mostly peers during the day and at the end of the day by adding an extra period.
it sounds an acceptable initiative to give all students the opportunities they desire and deserve to have via hard working. it will be interesting to see how big the turnout will be and how effective the tutoring will be relative to those private institutes.
