You need to live within the boundaries of whatever neighborhood(s) are a part of the community board that covers the area where a new development is being built.
For example, the lottery for the Ashland apartments (250 Ashland Place, Brooklyn) listed Brooklyn Community Board 2 as getting 50% preference. You can look up what neighborhoods are included in Brooklyn Community Board 2 and if you lived in one of those neighborhoods and if your application was flagged and picked, you were given a community broad preference slot.
You need to look at a map to see exactly where the boundaries are of that particular community board.
For instance, in Manhattan, the north side of 14th Street is the boundary of my community board. If you're on the south side of the street, you're in a different community board. That's important because there are a couple of new buildings going up on the south side of the street, and I won't be eligible for the community preference. But lucky for the folks on the other side!
Also you need to have live in the community board for at least 1yr and proving it be having a tax return showing that addy. So people who have lived in a community board for only 4 months for example and their latest tax return shows another address you won't fall into coumunity board preference.

Can you please cite a reference where it states the C.B. elgibility requirements?
If I had lived in the CB and then moved out of the CB I understand they can kick me out when I apply, but if i moved back into the CB before my application went out and its less than a year, i believe they should still consider me as a CB preference. I dont believe they confirm taxes for address location rather income, I am under the impression all they care about is a lease and ConEd bill. Please advise and cite your sources.
