Everything that happens in the city is directly, or indirectly his responsibility. Maybe if he spent less time running around the globe telling lies and actually did the job that taxpayers pay him to do then we would have fewer of these problems.
Another problem area is Lex/125 by the #4/5/6 train. And yet another at 149/3rd in the Bronx by the 2/5.
I bet if there is a spike in crime that coincides with DB's job search he will suddenly give it some attention.

I would think they got a better chance of getting a lottery apartment than somebody handing them money out of a car window nowadays, but thats just me

Pierre, the drug dealers are dealing drugs. They are probably working for a bigger dealer who puts them out there to stand on the corner, not begging. Some of the cars are clients on their way to work downtown picking up some drugs.
Broken windows only works on the poor. While the sorta'well off get to cop drugs, pay for occasional legal defense, and continue on with their college or job in the city.
How many cops pass drug testing? All of them, since Coke wont show by the time they get tested, and the union will get them out of the stink.
This drug dealer business ain't going no where. It may have quieted down, since most dealing is by appointment , but junkies still going to get that fix.
I saw them last summer on the bridge while I was on the BX6. It was a game day and traffic so guy probably thought yes the yankees are playing today, let me go wash some windows.

Broken windows works on street crime. It disabuses the criminal class of the concept that they can get away with whatever they want out in the open. Yes they still do $hit, but the have to be more careful and furtive about it. That alone cuts down a lot of perception of crime, and a lot if street crime.
