They want two people ( like a guy and gal or even same-gender ) to book a tour. That is it. They do this in Japan with "love-hotels". Many do not like foreigner so walking into one disguised is better. This business method is possible associated with easterners ( may it be Russians, Indian, or Asia ).

we did the highline tour with the village food tasting tour ...we live in nyc and do things like this .

"We" is the operative word.

The walking tours I was interested in require a two person minimum for some weird reason.
