Penn Station area sketchiest part of Manhattan (Inwood, Lenox: violent crime, safest area)

A member named blueherons keeps insisting that the area around Penn Station is the sketchiest most crime ridden part of Manhattan. I believe areas of East Harlem and Alphabet City are far worse. Thoughts?
I'd give that to certain blocks, especially in the eastern and northern portions, of East Harlem. Second goes to various blocks of the eastern side of Inwood/Washington Heights (Post Ave is still creepy to me), though the northeastern part of Central Harlem is worse crime wise. Still not fond of the 130s in Harlem either.
I'd call it the sketchiest grimiest area south of 96th St. in Manhattan. There are some blocks along the 2/3 in northern central Harlem that are pretty dire.

Did some scouting for rooms I was looking into around the vicinity of Metro-North/125th. Quickly regretted it as I passed by a junkie who was coughing and hacking without a mask on. 125th east of Lenox was, and still is a wasteland of human suffering.
130s by West Harlem are relatively good for the neighborhood's standards; far better than they were when I was growing up 20-25 years ago. 130s by Central Harlem (where I'm also scouting for a move) seems like its more block-by-block. The streets in the vicinity of Harlem Hospital seem cleaner than others.
